Project details

The Government of Uganda, through Uganda National Roads Authority (UNRA) procured a Contractor, MIS China Wu Yi Co. Ltd Uganda, to undertake Civil Works for Rehabilitation of Kyenjojo - Fort Portal (50km) road. A Works Contract was awarded on 2nd December 2015, signed on 30th December 2015 and commenced on 29th June 2016 with the original completion of 28th December 2017. Amendments were proposed to the contract and, in the circumstances, extensions of time were inevitable due to time for effecting the change order (and other contractual challenges).

The Amendments to the works contract were due to, change in the ridding surface from DBST to AC20, substantial increases in relocations and earthworks and provision for rock fill (particularly under swamp culverts and in widened swamp areas) which could not be accommodated by site instructions. There was substantial increase in cost of about 60%. The length for the AC was therefore limited to 10km. Another procurement for completion of the road with the desired surfacing of AC was initiated to cover the section from km 10 up to km 50.

The Rehabilitation works for Kyenjojo - Fort Portal road (50km) are implemented under two separate Contracts by one Contractor that one for the Road Rehabilitation where by the section to be surfaced is 10k and the second of Supply and lay AC and Tack coat which covers the rest of the length.

The changes above led to extensions of time up to 31 August 2019 for the road rehabilitation contract but the Supply and lay AC and Tack coat contract ends on 23rd February 2020

Both of these contracts are under one Construction Supervision Team. This brief, therefore covers works under the rehabilitation contract and the Supply and lay AC and Tack coat ends contract.

The Supervision of the Works was initially done by a Consultant, Ms MBW Consulting Ltd/infrastructure Projects Ltd JV. The consultancy contract ended on 31 January 2018. Since pt February 2018, the supervision of works is done by the UNRA Construction Supervision Team (CST)

Progress

The aggregated (for both contracts) physical progress is 96% against the planned 98.5%. The contract time elapsed is 1156 days which is 99.3% of the time for the rehabilitation contract but only 91days which are 33% of the time for the supply and lay of tack coat and AC contract.

The total length of the road is 100.4km constructed by M/s. Shengli Engineering Construction (Group) Co. Ltd of Shengli Oilfield and being supervised by M/s. Comptran Engineering Construction and Planning Associates (Ghana). The project road traverses the three districts of Kyenjojo, Kagadi and Kikuube. The work commenced on 5th April 2016 for duration of 36 months. The revised completion date awaiting World Bank No objection is 15th October 2019. The works contract amount is UGX 214,563,989,426 while the supervision contract amount is USD 2,824,521.

The carriageway and shoulders will be sealed with Double Bituminous Surface Treatment (DBST) wearing course. The project has subcontractors i.e. M/s MANTAB for relocating electricity and M/s Cribb Technical Services Ltd, Uganda for relocating water. M/s Community Health Promotion Consultants (COHEPCO) Uganda was the nominated service provider for HIV/AIDS and BRAC Uganda is the nominated service provider for GBV/VAC

Project progress

Actual physical works as of July 2019 was at 67% against a planned 71%. In terms of time, the project has used 40 months out of the 45months but the original project length was 36 months.

Project details

The Government of the Republic of Uganda applied for a loan from China Exim Bank and contracted M/s. China Wu Yi Co. Ltd at a sum of USD. 138,488,356 to Design and Build Buhimba-Nalweyo-Bulamagi and Bulamagi-Igayaza-Kakumiro Roads (93km). The works include all field works, detailed engineering and construction of 93km of roads.

Scope of works

The Buhimba-Nalweyo-Bulamagi and Bulamagi-Igayaza-Kakumiro road will be upgraded to Class II (bituminous) standard with a 7-meter wide carriageway and 2.0-meter wide shoulders on both sides of the carriageway. The existing road has an average existing carriage way width of 4.5m with a drain to drain with of 7.5m.

Progress

Cumulative physical progress at end of July is 16.3% against planned cumulative progress of 26%, giving a slippage of 9.7%. Cumulative financial progress at end of July was 27.0% against 34.0% planned. Time progress at the end of July was 474 days (43% of Contract Period). The progress of the Contractor is being tracked based on the revised program of works.

Project details

Government together with the oil partners identified critical oils roads that must be upgraded by the prescribed time in order to achieve the 2020 target. Because of this, the GOU through MoFPED applied for financing support from China Exim Bank to fund the construction of Hoima-Butiaba-Wanseko road (111km) for upgrading to bituminous standard from gravel. Chongqing International Construction Corporation (CICO) Ltd the contractor is expected to deliver 30% of the road made up of continuous road section as proposed by the contractor (0+000) to (37+000) including all the bridges within 58% of the contract time and the remaining works of the project after 36months from the commencement date of 16th April 2018.

The main objective of the project are to;

Improve the road infrastructure within the mineral and oil exploration zones which are in both Hoima and Bulisa districts
Improve access to social and economic development opportunities along the route and integration to the rest of the rest of the country by providing high capacity infrastructure
Ensure that no road side communities become worse off as a result of the road upgrading work

Progress

Cumulative physical progress of civil works was at 30% against a planned 27%. Financial progress stood at 27% against a planned 32%. In terms of time, the project 40%.

Project details

This project is located in Western Uganda and crosses the districts of Masindi, Nwoya and Buliisa. The road traverses a flat/rolling terrain and it involves upgrade of the road to bituminous paved road. The project consists of four lots namely;

Masindi – Kisanja (72 km)
Sambiya – Murchison Falls (12 km)
Tangi Junction – Paraa – Buliisa (52 km)
Wanseko – Bugungu (23 km)

Project Scope

The scope of work consists of:

Widening the embankment, bush clearing and topsoil stripping. The lower subgrade is made of G7 fill materials of 250-350 mm and the improved subgrade of G15 125-350mm. The subbase will be chemically stabilized cement of 150-215 mm, 125-150 mm of crushed stone base course and a wearing course of Asphalt Concrete of 55-100mm.
Installation of concrete pipe culverts of 900 mm and 1200mm and construction of single and multiple cell box culverts.
Construction of a total of 7 bridges along the road, and these include four (4) along Masindi – Kisanja section namely; Waiga with a span of 24m, Wairongo with a span of 30m, Zoliya with a span of 18m, and Sambiya with a span of 18m.

Three (3) bridges are on Tangi Junction – Paraa – Buliisa section namely; Tangi with a span of 30m, Emmi with a span of 18m and a big Paraa Bridge with a span of 525m.

Paraa bridge, which is composed of 13 spans each at 40m and bridge deck of 15.95m wide.

Project progress

The work done against progress stands at 11.36% against a planned 43.18% indicating slippage of 31.82%.
The design progress stands at 86.57% against a planned 100.00% indicating slippage of 13.43%.
The financial progress is 13.78% against a planned 45.42%.
The contract time elapsed by the time of the visit was 44%.
Works on the bridges stands at Waiga 39.67%, Wairongo 54.10%, Zoliya 43.05%, Sambiya 22.76%, Tangi the designs had just been approved, Emmi 18.17% and Paraa Bridge 9.55% and a temporary steel bridge had been completed and use.

USMID Roads in Gulu

Project details

The objective of the Uganda Support to Municipal Infrastructure Development Program Project (USMID) is to enhance the institutional performance of program Municipal Councils (MCs) to improve urban service delivery.

The program will also involve a range of administration, oversight and support activities to be undertaken by the relevant central government entities responsible for the various elements of the implementation of the Program. The main aim of the program is to enhance the capacity of the targeted municipalities to improve urban service delivery in the context of a rapidly urbanizing society in which significant service delivery responsibilities have been decentralized.

The Overall Program Objective is to enhance the institutional performance of the 14 Municipal Councils to improve urban service delivery. The participating Municipal Councils (MCs) are; Arua, Lira, Gulu, Soroti, Entebbe, Mbale, Tororo, Jinja, Masaka, Hoima, Fort portal, Mbarara, Kabale and Moroto.

Under the entire USMID project, Infrastructure construction provided direct employment to 2,716 people of which 442 were female representing 16.3% of the entire workforce. The project has also improved 66,113 square meters of green area and planted 2,407 trees.

The Project

Gulu Municipality as one of the 14 recipients of the infrastructure development grant under the World Bank funded Uganda Support to Municipal Infrastructure Development (USMID). It is believed that through this improved road network, transacting business with neighboring districts as well as South Sudan will greatly improve thus leading to transformation of livelihoods.

The project requires upgrading the roads from gravel surface road to an Asphalt surface layer of 50mm, with base course and sub-base layers. A carriage way of 7 m total width with two lanes in opposite direction, a parking lane each side, a cycle lane on each side, 1.5m walkways on each side of the road, street lights, service ducts and drains. Project Details

This project aims at upgrading of Olwiyo - Gulu road (70.3km) to class II Standard paved road with a double bituminous surface dressed carriageway of 20mm thick and 7m width. The road traverses through three districts of Nwoya, Omoro and Gulu. The project scope includes surfacing, earthworks for widening, improvements to alignment geometry and side ditches.

Others works include swamp reclamation, construction of fills and subgrade with natural granular material, construction of new pipe culverts and one bridge. There was a variation in the scope to include 2 (two) 5m x 3m reinforced Box Culvert at Km 7+705 to replace the narrow and dilapidated bridge.

Project Variations

The total contract sum for this project was initially UGX 164,025,932,344. This was, however, later revised downwards to UGX 155,188,105,345, indicating a possible UGX 460 million (0.28%) saving.

Project Progress

The team observed that all the project activities, only the installation of the Box culvert and minor overlays were left by the time of the Monitoring visit.

The team also learnt from that the physical progress achieved as of August 2019 stood at 99.93% as compared to the planned 100% for the main project road (now substantially completed) and 85.4% against programmed 92% for the Gulu Town roads. Time elapsed was 98% as per the revised completion date of 30 July 2019. Financial progress was at 94.80% as of August 2018.

The cumulative amount for the Contractor certified to date is UGX 95,208,729,466 representing 61.35% of the revised UGX 155,188,105,345.

The Musita-Lumino-Busia-Majanji road is a gravel and earth road situated in the eastern part of Uganda. It traverses the Districts of Mayuge, Bugweri (previously Iganga), Bugiri, Namayingo and Busia. It is an alternative route connecting Musita Trading Centre on Jinja-Iganga highway to Busia town on the Uganda-Kenya border through Mayuge District. It is a short cut from Busia border town to Jinja through Namayingo-Nankoma and Musita town. The road serves as a link to a number of landing sites like Majanji, Lugala, Lufudu, Omenya, Wakawaka and Kigandala. It is an easier link to Dorwe, Hama and Sigulu islands.

Scope of works

The works being carried out comprise the Upgrading to a Class II Bitumen Standard of approximately 104 Km of the existing gravel road and approx. 20 Km of town roads. The completed road will have 7.0 m carriageway width flanked by 2.0m or 1.5 m double surface -dressed shoulders. The works include earthworks for widening, improvements to alignment geometry and side ditches, reconstruction of shoulders with natural material, construction of cement stabilized sub base, a base course with crushed stone material and double surface dressing and ancillary works.

The road is comprised of 300mm thick stabilized sub base, 200mm thick CRS base and a double surface dressing with lined drainage channels in urban areas. The road carriageway and shoulder width is 10m in rural areas.

Project progress

99.00% against 95.00% planned i.e. 13.64% at termination (June 2017), plus 3.84% works done before termination but approved after termination plus 81.52 % for the period from January 2018 and up to and including July 2019. The actual monthly progress in the month of July 2019 is estimated at 3.02% against a plan of 3.97% with a monthly slippage/gain of -0.95%.

Project progress

The contractor is undertaking earthworks from CH 19+630-CH 55+500, mostly doing clearing and grubbing, removal of topsoil, roadbed preparation, common excavation swamp improvement, fills, subgrade and sub-base processing. Swamp treatment, gabion and culvert construction at km 41+000-41+980 and km15+100-15+900 is ongoing. Subgrade, subbase and base layer construction is also ongoing from Km 24+780-Km 41+000 with exception of seasonal swamps. Nakalama-Tirinyi-Mbale road is approximately 100km, with a double bituminous surfacing. The road links the North Eastern parts of Uganda (Mbale, Sebei and Karamoja) to the South Eastern and Central parts of Uganda.

Progress

The physical progress of works as at 31st July 2019 is 51.02% against a planned progress of 61.2% while the time progress is at 61.1 %. The Slippage in progress was due to the fact that:

In the previous months (especially April to November 2018) the contractor was planning for less monthly activities contrary to his approved work program. Thecontractor was advised to plan his monthly activities in relation to his approved work program.
There are also activities that the contractor had planned to execute at this time which are not implementable due to instructions and work procedures. The Contractor has submitted revised work program which was approved on 31 July 2019, however, in accordance with the conditions of the contract, the contractor will continue to update his program in the event of delays.

It is also important to note that in terms of work production agreed upon in Consent Agreement, the Contractor has done 55.35km ahead of the required 52km by end of 13th Evaluation Month (23rd July 2019) thus complying with the target of 4km per month after expiry of the mobilization period of 2 months.

The scope consists of Site preparatory works, setting out and clearance works, Earth works, Drainage/structural works, Gravelling, completion works and surfacing works using Low Cost Sealing technology (single surface dressing with quarry dust cupping option).

Earth works, base and Drainage/structural works is ongoing.

The overall work progress stands at 35% against a time progress of 71%.

At the time of inspection, the contractor had completed all the necessary preparations, and had started on the physical works;
There will be no compensation of Project Affected People (PAPs).
